Get rid of being able to buy worker with tiberium - thus limiting the amount of bases each player has - achievements unlock your worker level
Ability to steal others scan rewards - create a pirate element where you can trawl the map in scan mode looking for other people's scan rewards, and grab them before the scanner......ensure there is something to always do
Make the base upgrade affects what scan rewards you get

Ensure influence 1 bases cannot be capped..........a self sacrifice element where by you can destroy your upgrades to keep your base...........
Balance out the directorship bounderies...........5 mile squares instead of one 200mile square compared to 20 within a 10 mile square.
Tiberium just used for weapon upgrades or upgrades slots on a base - you spend to get the better weapons or to i crease the amount of upgrade slots in a base..............stamina and energy is tied to achievement gains - if you want to spend you spend on your arms to make you stronger or

Ability to send agents over to a fellow syndicate member for a 24 hour period - makes you syndicate fellow stronger but you weaker for that 24 hour period.
No airport - due to altering what you can do to tiberium - tiberium buying additional upgrade slots on a base - would mean you would have a central command centre and build it up big enough to have a creation area that stretches over patches of water.

In theory these would all create an outstanding game.
One you could spend enough to have a single base completely cover the whole world map.....gives the spenders the domination they want.
The scan rewards these big bases provide would be top level upgrades, but the none spenders could benefit by stealing these upgrades as they would appear anywhere on the scan area........bigger the base bigger the scan area longer it takes for you to find your rewards.
Energy and stamina are equaled out as everyone progresses at same rate.
Still worthwhile for spenders to be able to get to anywhere and obviously weapon upgrade for power, but also allows the other to compete.

There are some really good suggestions in here, eg being able to send agents to syndicate members for a 24 hour period
