Broken PR system?

  I keep getting attacked by people waaay out leveling me and they don't take any PR hit from attacking me. Is it possibly broken? Or just not set well at all?

  Mabye after a certian level the amount of levels aloud between you and the attackers increases. Not sure but it would be similar to don protection in tw. Also made by the same company. In tw don protection wares off completely
