Change upgrade build time

    If I'm building 2 or more of the same kind of upgrade they should build at the same time just like if you're building different type of upgrades. It doesn't make sense that if I'm building 4 different kind of upgrades they all build at same time, but if I'm build 3 or four of the same upgrade they build one at a time
