  I think if you want to tear down a base you should be able to keep the upgrades. I built a base with 4 vehicle upgrades then realized its influence to make the build radius bigger so I tore all but one down then went and removed oil refineries from other bases to put in that base and there not there. A little upset I lost 3 oil refineries and 3 vehicle depots!!

  Then what would the point of scanning be? They need to be destroyed with bases.
