  So what I was thinking of that if you are a dictator of a teritory you can build a turf any where at it even if to far so they can watch their teritory.

  It's not a bad idea, it's just it was suggested before. I think the main problem with it is that directors will build on the edge of their territories and move onto the next meaning that they can travel too easily
