  It would be extremely helpful if there were something on the base page that let us know if there were improvements currently under construction on each of the bases. It gets a little confusing with the long build times to keep track of what is building where, when it will be finished, etc. More than once I've built more upgrades just to get notifications an hour or two later that the same upgrade completed at a base I didn't remember adding anything to.

  It does make it confusing. It sucks only seeing base building symbols but not improvements

  I also think the territory page needs to be easier on the eyes by making each territory you have a base in more readable. The little drop down enter icons are confusing and indented to closely.

  Could be as simple as changing the base's influence color in the list. That would tell us which ones are building then we could look to see what upgrades were on that base.
