  It depends, if the player is bigger just take it on the chin & accept it.
  If you decide to war against them they will most probably level & clear you off the map all together.

  If you're not happy about going to war, have a 'Cold War'. Place inf bases in quieter areas of the area in question and play out do each others overall influence.
