  The item list doesn't say what tier they drop at so I'm thinking there's a different way of getting them.

  Was it purposeful that stimpills sounds like stem cells. Technically they should be called stam pill is any thing! As of now anytime I read stimpills I think of a guy slathering himself In stem cells then looking for packages around town which is a terrifying and very vivid image.
