  Under the new C4 guidelines, is it better to leave hop bases as hop bases to keep the range for C4 or does a 361 Influence base carry the same C4 attack ability?

  (99% sure) It has the same range. Its not based on creation range. It's based off the actual distance your base is away from your desired target. Much like in turfwars you cant even attack a players turf thats too far away from your own

  Yup, c4 is based on distance from the turd you wanna hit. Only advantage to leaving up some hop bases here and there is to get back somewhere quick if you are in a battle or need to reach the proper distance to use c4
