Dictatorships w/o bases

  I'm seeing a player with more dictatorships than bases. How is this possible? 108 D and only 87 bases.

  Maybe they tore downa base. If you tear down a base, and there is no one elsein that territory, you still retain directorship

  This. I always drive around planting bases and tearing down right after just to get the free tib. But you retain the dictatorship until someone else plants a base

  That may be the case, there are no "turf" in these areas.
