  Your above a level 30. Once you go over that level your chances of getting a recruiting center are close to zero.

  They're rare, I do a lot of scanning and the return is quite low, I'd recommend you did lvl 1 scans as you'd get loads of armouries, then equip those while you build on ARC's

  I got 12 last two days. Before that it was about 7-10 days since last one. Seems like every time I am ready to give up they start coming 2 or 3 per cache.
