Can't go to tier 2 scanning

  How do I change tiers when scanning?

  Hold down the Scan button.
  Tier 3- 10 stamina
  Tier 2- 3 stamina
  Tier 1- 1 stamina

  How so I pick tiers? I see it but it fades when I try to switch
