PR question

  I briefly searched the forums for the answer and couldn't find it, but I'm wondering how long are people considered a "small fry"? When can i attack someone and not take a PR hit?

  It's their level vs. your level. There isn't a certain lever that they "move out" of protection.

  Hmm.. Well there's a player id like to dispute and he's a few lvls higher than me. So, I'm not entirely sure that's it. However, I do have more agents.
