Agent providing Upgrades

  I'm trying to build every single agent providing upgrade. Any opinions on which ones NOT to build? I'm going back to old bases to add PS ..etc as I get them from scans and I've been getting a lot of them

  Question... Does Each agent get a mele, a rifle and a riot shield?

  Use every agent thing you get. All of them give agents.

  The NEED a weapon and a shield or lrad

  Tier 1: armoury +1 agent
  Tier 3: private security +2 agent , recruitment centre +3 agent

  No every agent gets one attack and one defense
