  Okay so people that are the same level as me or a couple levels higher have wayyy more agents than me. I'm lvl 27 and I have 17 agents. I scan all the time and place all the armories that I get but why do people have so many more agents?

  Either they have looted more armories than you or they have bought cyborg agents.
