Upgrade Limit?

    I've been about 3 hours into the game and I was wondering if there are any ways to increase turf upgrade limit. Is it like in TW, where it increases by each level? Or do I have to buy upgrades that increase the limit? Please help :)

    Warehouses are the only way to make a base hold more then 4 upgrades

    If your talking turf limits, then level up or purchase workers
