    How come I can dispute someone that says we're even, same level and everything and I win I don't get any dispute points but 2 secs later I fight another guy that is same level and lose and I lose 2 dispute points. How am I supposed to ever go up?

    You gain dispute skill for winning a dispute against someone with a higher level. And you lose dispute skill for losing disputes. You may also lose dispute skill for attacking players with lower level I'm not sure.
    Just attack someone who's a few higher levels then you that you can beat and your skill will increase
