  Guys I can't upgrade my base.. Why is that?

  I did reached a specific level to unlock and a money to unlock but somehow I can't press the "+" to buy it.. Help please..

  You probably don't have enough R (resources).

  I'm debating whether to tear down earlier upgrades in order to get max influence for future turf. There are a lot of territories close to me without a director and I'm trying to figure the best way to plant turf without driving around the entire county.
