  Workers all the way, don't spend on agents if your a free player.
  1 worker can build a turf that makes you up to 12 agents. You'll build up your skills through leveling in time no need to waste your tib on skills when it can be used on workers

  Agents may be tempting but trust me you'll regret it when your at your turf max and leveling gets slow.
