  Prolly too many agent upgrades on your turf.

  Yup. It is the 'cost' of upgrades like those which provide agents, increase your radar range etc. When you go to place an upgrade you will see a monetary amount, either green (it makes you money) or red/orange i think (it costs you money).

  I'm only losing 5k for my overhead, i have like 200k worth of agents..i don't think that's it!
