Is it really going to continue to take longer and longer to build bases? I'm at level 26 and this one is taking three days to build. I built more bases than I am allowed is that whats wrong or is this how it goes?

You shouldn't need to go over the limit. You can easily stay under. To stay under you should get more workers by buying them with Tiberium. To get Tiberium you need to hop around the map and build in new places.
Since your already so far over, you might want to delete your oldest/weakest bases to get you back on your feet.
