  how do you equips agents to bases and what does that do?

  You can add upgrades to your bases: Armories (add 1 agent), Private Securities (add 2 agents), Agent Recruiting Centers (add 3 agents). Just be certain you have enough income to pay the upkeep on them. Each agent upgrade and weapon you have for them detract from your income.

  Don't waste any Tib on cyborgs, at least not until you've grown to a decent size without them.
