  I hav about 37 agents and it says the max bases I can build is 31. Do I need to wait for it to load? Or are agents totally different from workers?

  And i they ARE different, how can I get workers besides paying for them with real cash?

  Workers are different from agents. You will get a few workers as you level up but from what I can see you need to start buying them at some point. You can still build bases without workers but they take anything from 15minsto 4 hours. You also need spare workers to cap
