PR and Agent Count

  So does anyone know for sure how PR hits and low level player is handled? I'm thinking it's actually level based, not agent number based. In which case what the heck. It makes it where some people with barely 100 agents are getting picked on by guys with 1000+ agents.

  True, I'm only level 21 and I'm being hit by a level 70
