  Say I live in a small town, but I want to make territories in the next town. How do I do this w/o it telling me I'm too far away from the bases?

  You can either hop (building bases with large build ranges - 14 mile max if you have the resources and upgrades required - which you don't), or you can drive there and build one.

  This assumes that there are other regions within driving distance, which, for much of the world does not appear to be even remotely true.
