What specifically decides if there will be a PR penalty?

  I've had people with thousands of more agents than me attack me without losing PR, but I apparently can't attack somebody with 26 fewer agents than me. I don't understand this.

  I would think that makes sense, but I'm only 14 levels more than somebody I can't dispute, and people who have been more than 15 levels higher an me with thousands more agents are bale to dispute me.
