Building bases over limit?

  If you are short workers relative to the number of bases you have, you can only build one base at a time.

  No, you can only build one base at a time if you are over limit. If you do attempt to build a second base a message pops up telling you that you can't and that you need to buy more workers. Otherwise I would have 50 bases building right now.
